			<content:encoded><![CDATA[<p>Town of Taos Candidate   Handbooks for the Municipal Election on March 2, 2010 will be ready on Friday, December 11, 2009.  Interested persons can pick up the handbooks at the Town Clerk’s office, Town Hall, 8 a.m. t0 12 noon and 1 p.m. to 5 p.m.  The handbooks include candidate forms to be submitted on filing date (January 5, 2010), the Municipal Election Code, Town Code covering Campaign Material and Campaign Signs and a checklist of important dates.  Thank you.  Renee Lucero, Town of Taos Clerk, (575) 751-2005.</p>
<p>Today’s Town of Taos   Council Meeting highlights -</p>
<p>1)      Lodgers Tax Advisory Board, Town of Taos – ratified by Council -- Mayor Cordova has led the Town on aligning the Board’s role with what they should be doing under State statute, which is contributing substantive input to the Mayor and Council on how the Town’s lodgers tax funds ought to be spent on helping tourism in Taos.  Two meetings a year will be designed to focus on this input.  Other ‘elective’ meetings may include quarterly marketing meetings with the community.  The refreshed Board, and their designated representation on the Board, includes (list with contact information attached):</p>

<p>2)      Town of Taos Recycling Advisory Committee – appointments ratified – appointees include Joseph Godfrey/Recycle Taos, Uvaldo Olonia/Taos County, Barb Wiard/Landfill Board Chair and TSV Council Member, Steve Fuhlendorf/Taos County Chamber of Commerce, Melissa Larsen/Wholly Rags, Francisco Espinoza/Director, Public Works, Town of Taos, Jean Nichols/Art for the Heart</p>
<p>3)      Council member Abeyta highlighted Council’s need to focus and move forward on the ‘clean up’ of the Bigbee building.  There was some discussion of the other ‘nuissance properties’ in Taos, and agreements with owners that are being negotiated.  Action on properties is being actively pursued.</p>
<p>4)      Town of Taos revised Sign Code/public hearing – approved with extensive recommendations made today in Council. Matthew Spriggs, Director, Community &amp; Economic Development Dept. presented the draft new code, which he indicated had changes made to it as late as yesterday.  Council reviewed it and had many of their own.  A final version of the ordinance passed today and can be secured in a couple of days from Director Spriggs, <a rel="nofollow" href="mailto:dspriggs@taosgov.com" target="_blank">dspriggs@taosgov.com</a>.  This office will also send it out as soon as a final version is secured.</p>
<p>5)      ‘Star’ Department this month – the Town of Taos Legal Department, comprised of Town Attorney Allen Ferguson, Assistant Town Attorney Jack Clough, and Administrative Assistant/Legal Assistant Cindy Perez.  This Department completes over 300 contracts per year, consults constantly with the Council, Management and all Departments, has initiated new programs over the last year including work to improve nuisance properties, litigation work, and a variety of other town-wide tasks.  Charlie Sanchez, Buildings Dept., was also honored for his dedication to serving town constituents above and beyond his regular assignments.</p>
<p>6)      Presentation by Rocky Mountain Youth Corps (RMYC) – presentation concerning the Learning Lab Students’ involvement in assisting the Taos Coalition to End Homelessness.  <a rel="nofollow" href="http://youthcorps.org/contactus.html" target="_blank">http://youthcorps.org/contactus.html</a> This help includes $100 and 26 ‘care packages’ presented to the Taos Coalition to End Homelessness at today’s Council meeting by the RMYC. Upcoming December ‘art event’ to help the Coalition - <a rel="nofollow" href="http://www.wnightingale.com/events" target="_blank">http://www.wnightingale.com/events</a>.</p>
<p>7)      Taos Artist Organization (TAO) presentation was postponed due to Whitehawk’s inability to attend today’s meeting.</p>
<p>8)      Accrued annual leave policy (this is combined vacation and sick leave) at the Town of Taos was today amended to do away with some problematic issues.  The new policy encourages use of the elective time off, rather than its unlimited accrual for ‘sell back’ purposes.  Of course adequate sick leave will still be maintained.  No staff will loose accrued annual leave hours, but the sell back component is now restricted.  Want a copy of the new policy?  Contact Loretta Trujillo, Director, Town of Taos Human Resources, <a rel="nofollow" href="mailto:ltrujillo@taosgov.com" target="_blank">ltrujillo@taosgov.com</a>.</p>

<p><span style="font-family: Times New Roman; font-size: small;"><span style="font-size: 12pt;"> </span></span></p>
<p><span style="font-family: Times New Roman; font-size: small;"><span style="font-size: 12pt;">Total estimated budget (conservatively planned given current economic situation) = $46,184.798.00.<span> </span><span> </span>This budget is met through various funding sources, including appropriations.<span> </span>As part of meeting this budget, funding from Town Gross Receipts Taxes (GRT) is estimated to be $10,574,390.00.<span> </span>Estimated Lodgers Taxes are listed at $887,574.00.<span> </span>The Town’s fiscal year runs from July 1<sup>st</sup> through June 30<sup>th</sup> of the following calendar year.<span> </span>With revenue lag times of two months on average (i.e., June GRT revenues are received at the end of August), the Town will assess the actual summer-season revenue position in December, 2009, to determine if increases in certain areas can be pursued, or if further cuts are necessary.</span></span></p>
<p><span style="font-family: Times New Roman; font-size: small;"><span style="font-size: 12pt;">2) Proposed <strong><span style="font-weight: bold;">change orders for completion of Town Hall construction with Gerald Martin.</span></strong><span> </span>One for $555,474.89 and second for $111,707.17.<span> </span>After lengthy discussion/concern about change orders/completion dates/quality of work/payment of subcontractors, and assurances concerning clean up of specifics in agreements/documentation/due dates, both requests approved pending sufficient documentation to be supplied to Manuel Pacheco, Buildings &amp; Grounds Director.<span> </span>FYI, a large part of these change orders cover the complete redo of the older, existing part of Town Hall which initially was not included in the contract for a revamp.<span> </span>Councilmember Silva abstained from the second change order vote given that a family member with interest in one of the subcontractor businesses was listed.<span> </span>Questions or want copies of the change orders?<span> </span>Contact <a rel="nofollow" href="mailto:mpacheco2@taosgov.com" target="_blank"> mpacheco2@taosgov.com</a>.<span> </span></span></span></p>
<p><span style="font-family: Times New Roman; font-size: small;"><span style="font-size: 12pt;">Note: As part of the Town Hall construction discussion, Council polled itself and all indicated a ‘yes’ to revisit the issue of the L.E.D. sign at the front of Town Hall, particularly given that is already in place and will cost approximately $8,000 (per Gerald Martin) to remove (and still the Town would own it).<span> </span>This type of <strong><span style="font-weight: bold;">L.E.D. sign</span></strong> (programmable) is not allowed in the Town of Taos Historic District under the current code.<span> </span>Council would like to take the item before the Town’s Planning &amp; Zoning Commission and ask for a variance to use it in place, given that it is for non-commercial, municipal use in a public information context.<span> </span>It’s placement faces Camino de la Placita and Civic Plaza Dr., without visually impacting any residential area.<span> </span>It currently is covered in tarps; it proposed location would be where it currently exists.</span></span></p>
<p><span style="font-family: Times New Roman; font-size: small;"><span style="font-size: 12pt;">3) Due to further discussions among partner entities’ legal counsel, the <strong><span style="font-weight: bold;">ordinance authorizing execution of a Town agreement with the NM Finance Authority to borrow $2 million and build soccer fields in Taos on the Municipal School District property on Salazar has been tabled again</span></strong>.<span> </span>Date to be provided as these legal questions can be resolved and a specific Town meeting identified to schedule potential approval.</span></span></p>
<p><span style="font-family: Times New Roman; font-size: small;"><span style="font-size: 12pt;">4) Grant <strong><span style="font-weight: bold;">application approved to submit to the New Mexico Energy, Minerals and Natural Resources Div</span></strong>. for the implementation of the High Performance Building Ordinance and the installation of a solar array at town Hall and  the Youth &amp; Family Center.</span></span></p>

Council asked Spriggs to      return with a specific time line for completion of all elements so public      can be update.  Spriggs indicated delivery of time line in July,      2009.</li>

			<content:encoded><![CDATA[<p>1) The Taos Express:  Weekend nonstop bus service between Taos and Santa Fe starts tomorrow, Thursday, June 4 at 4:40 p.m. out of the Loretto Parking Lot, in the Town’s free parking area behind <a rel="nofollow" class="zem_slink" title="Our Lady of Guadalupe" rel="geolocation" href="http://maps.google.com/maps?ll=19.4844444444,-99.1172222222&amp;spn=0.01,0.01&amp;q=19.4844444444,-99.1172222222%20%28Our%20Lady%20of%20Guadalupe%29&amp;t=h">Our Lady of Guadalupe</a> Church off of Camino de La Placita, Taos (the specific location can be identified by a bus stop in this parking area).  Tomorrow at 4:30 p.m., Town of Taos Council Members and others will be gathering at the Taos stop to see off the first bus – which has ‘wrapped’ images of Taos on it (paid for by advertisers – but also tastefully promoting Taos’ offerings) including Taos Ski Valley activities, Taos Pueblo, and our wonderful lodging offerings, as represented here by the Taos Inn.</p>
<p>Sponsored by the Town of Taos, this is the first time such low cost, direct express weekend service has been offered.  Two stops in Santa Fe include the Railyard District Depot Station on Guadalupe, and the South Capitol Station.  The primary purpose of this initial pilot program service is to meet the <a rel="nofollow" class="zem_slink" title="New Mexico Rail Runner Express" rel="wikipedia" href="http://en.wikipedia.org/wiki/New_Mexico_Rail_Runner_Express">Rail Runner</a> in Santa Fe – and serve the 2 million riders it is supporting just in its first 3 years of operation.  Expanded service is being considered for September, 2009 forward – with the hope that the Rail Runner starts Sunday service and the Taos Express can too.    Fares:  $5 one way; $10 roundtrip; children 10 and under ride free.  ADA compliant.  Bicycles welcome.  Reservations recommended  575-751-4459. <p>2) Reminder – keep for reference: Taos County <a rel="nofollow" class="zem_slink" title="Gross receipts tax" rel="wikipedia" href="http://en.wikipedia.org/wiki/Gross_receipts_tax">Gross Receipts Tax</a> (GRT) increases July 1, 2009 – approved by Taos County voters in the last election.  The GRT tax increased noted here was approved by Taos County voters in the last general election for the purposes of funding expanded/sustained transportation services as proposed by the North Central Regional Transit District – the NCRTD and its blue buses.  This is a weekday commuter service between Espanola and the Taos County area, including Questa, Penasco, and other outlying areas -- with expansion hoped for as this tax is collected and can be spent on more transportation for the area.  The NCRTD web site for more information is www.ncrtd.org.  Note:  The Taos Express is not part of this tax, but has been funded out of the Town’s operating budget.</p>

<p><span style="font-family: Times New Roman; font-size: x-small;"><span style="font-size: 11pt;">There have been 64 cases of swine influenza confirmed in the United  States to date and cases confirmed in Mexico, Canada, Scotland and Spain.  In New Mexico we have increased our surveillance for possible cases but at this time there are no confirmed cases here.  <strong><strong><span style="font-family: Times New Roman;"><span style="font-weight: normal;">This swine influenza virus is a new virus, never before recognized in the United   States or anywhere in the world.</span></span></strong></strong> The new virus contains genetic pieces from flu viruses that infect pigs, birds and humans. It appears able to spread among humans like the familiar human flu viruses that circulate in our communities every winter. Because this virus is new, it is likely that most people do not have immunity against it. Immunization with the seasonal flu vaccine is not likely to offer protection. <strong><strong><span style="font-family: Times New Roman;"><span style="font-weight: normal;">Disease caused by the swine flu virus in the United   States appears to be mild so far.</span></span></strong></strong> Among the confirmed cases in the United States, only five have required hospitalization and all are recovering. However, the ability of the virus to cause severe disease may change over time. <strong><strong><span style="font-family: Times New Roman;"><span style="font-weight: normal;">State agencies, hospitals and health care providers in New   Mexico have been preparing for the possibly of a new influenza virus like this one for several years. The Public Education Department, the Department of Health and the Department of Homeland Security and Emergency Management, among others, have developed plans to deal with the possibility of an influenza pandemic. Currently we are refining these plans based on the latest information from the CDC and from other states that already have cases of swine influenza. School dismissal may be needed if we have a swine influenza case in a school. If dismissal of a school is needed, the Department of Health would make this recommendation in conjunction with the Public Education Department and the local school district. Schools can assure that staff and students know how to properly wash their hands.</span></span></strong></strong> Good, thorough hand washing with soap and water or an alcohol-based hand rub is the key to good infection control. Schools can teach good hand washing techniques to students at key times such as before lunch. Schools can assure that custodial staffs are cleaning high use school surfaces such as door knobs and door push plates daily. Custodial staff should clean these surfaces daily with a disinfectant. <strong><strong><span style="font-family: Times New Roman;"><span style="font-weight: normal;">Care of persons with possible influenza ideally occurs at home. Students and staff with influenza-like symptoms, which include fever, sore throat and cough, should remain at home and not attend school while they are ill.
