Town of Taos Candidate Handbooks for the Municipal Election on March 2, 2010 will be ready on Friday, December 11, 2009. Interested persons can pick up the handbooks at the Town Clerk’s office, Town Hall, 8 a.m. t0 12 noon and 1 p.m. to 5 p.m. The handbooks include candidate forms to be submitted on filing date (January 5, 2010), the Municipal Election Code, Town Code covering Campaign Material and Campaign Signs and a checklist of important dates. Today’s Town of Taos Council Meeting highlights -

1) Lodgers Tax Advisory Board, Town of Taos – ratified by Council -- Mayor Cordova has led the Town on aligning the Board’s role with what they should be doing under State statute, which is contributing substantive input to the Mayor and Council on how the Town’s lodgers tax funds ought to be spent on helping tourism in Taos. Two meetings a year will be designed to focus on this input. Other ‘elective’ meetings may include quarterly marketing meetings with the community. The refreshed Board, and their designated representation on the Board, includes (list with contact information attached):

2) Town of Taos Recycling Advisory Committee – appointments ratified – appointees include Joseph Godfrey/Recycle Taos, Uvaldo Olonia/Taos County, Barb Wiard/Landfill Board Chair and TSV Council Member, Steve Fuhlendorf/Taos County Chamber of Commerce, Melissa Larsen/Wholly Rags, Francisco Espinoza/Director, Public Works, Town of Taos, Jean Nichols/Art for the Heart

3) Council member Abeyta highlighted Council’s need to focus and move forward on the ‘clean up’ of the Bigbee building. There was some discussion of the other ‘nuissance properties’ in Taos, and agreements with owners that are being negotiated. Action on properties is being actively pursued.

4) Town of Taos revised Sign Code/public hearing – approved with extensive recommendations made today in Council. Matthew Spriggs, Director, Community & Economic Development Dept. presented the draft new code, which he indicated had changes made to it as late as yesterday. Council reviewed it and had many of their own. A final version of the ordinance passed today and can be secured in a couple of days from Director Spriggs, dspriggs@taosgov.com. This office will also send it out as soon as a final version is secured.

5) ‘Star’ Department this month – the Town of Taos Legal Department, comprised of Town Attorney Allen Ferguson, Assistant Town Attorney Jack Clough, and Administrative Assistant/Legal Assistant Cindy Perez. This Department completes over 300 contracts per year, consults constantly with the Council, Management and all Departments, has initiated new programs over the last year including work to improve nuisance properties, litigation work, and a variety of other town-wide tasks. Charlie Sanchez, Buildings Dept., was also honored for his dedication to serving town constituents above and beyond his regular assignments.

6) Presentation by Rocky Mountain Youth Corps (RMYC) – presentation concerning the Learning Lab Students’ involvement in assisting the Taos Coalition to End Homelessness. http://youthcorps.org/contactus.html This help includes $100 and 26 ‘care packages’ presented to the Taos Coalition to End Homelessness at today’s Council meeting by the RMYC. 7) Taos Artist Organization (TAO) presentation was postponed due to Whitehawk’s inability to attend today’s meeting.

8) Accrued annual leave policy (this is combined vacation and sick leave) at the Town of Taos was today amended to do away with some problematic issues. The new policy encourages use of the elective time off, rather than its unlimited accrual for ‘sell back’ purposes. Of course adequate sick leave will still be maintained. No staff will loose accrued annual leave hours, but the sell back component is now restricted. Want a copy of the new policy? Special Town of Taos Council Meeting Highlights 6/16/09

1) 2009-2010 Proposed Town Budget - approved: A) Budget Policies, approved. B) Annual Capital Improvements Program, approved. C) Town Compensation and Benefits Package, approved. D) Annual Operating Budget, approved – the 2009-2010 Town of Taos Budget Presentation is attached.

Total estimated budget (conservatively planned given current economic situation) = $46,184.798.00. This budget is met through various funding sources, including appropriations. As part of meeting this budget, funding from Town Gross Receipts Taxes (GRT) is estimated to be $10,574,390.00. Estimated Lodgers Taxes are listed at $887,574.00. The Town’s fiscal year runs from July 1^st through June 30^th of the following calendar year. With revenue lag times of two months on average (i.e., June GRT revenues are received at the end of August), the Town will assess the actual summer-season revenue position in December, 2009, to determine if increases in certain areas can be pursued, or if further cuts are necessary.

2) Proposed change orders for completion of Town Hall construction with Gerald Martin. One for $555,474.89 and second for $111,707.17. After lengthy discussion/concern about change orders/completion dates/quality of work/payment of subcontractors, and assurances concerning clean up of specifics in agreements/documentation/due dates, both requests approved pending sufficient documentation to be supplied to Manuel Pacheco, Buildings & Grounds Director. FYI, a large part of these change orders cover the complete redo of the older, existing part of Town Hall which initially was not included in the contract for a revamp. Councilmember Silva abstained from the second change order vote given that a family member with interest in one of the subcontractor businesses was listed. Note: As part of the Town Hall construction discussion, Council polled itself and all indicated a ‘yes’ to revisit the issue of the L.E.D. sign at the front of Town Hall, particularly given that is already in place and will cost approximately $8,000 (per Gerald Martin) to remove (and still the Town would own it). This type of L.E.D. sign (programmable) is not allowed in the Town of Taos Historic District under the current code. Council would like to take the item before the Town’s Planning & Zoning Commission and ask for a variance to use it in place, given that it is for non-commercial, municipal use in a public information context. It’s placement faces Camino de la Placita and Civic Plaza Dr., without visually impacting any residential area. It currently is covered in tarps; it proposed location would be where it currently exists.

3) Due to further discussions among partner entities’ legal counsel, the ordinance authorizing execution of a Town agreement with the NM Finance Authority to borrow $2 million and build soccer fields in Taos on the Municipal School District property on Salazar has been tabled again. Date to be provided as these legal questions can be resolved and a specific Town meeting identified to schedule potential approval.

4) Grant application approved to submit to the New Mexico Energy, Minerals and Natural Resources Div. for the implementation of the High Performance Building Ordinance and the installation of a solar array at town Hall and the Youth & Family Center.

3) The Town of Taos Public Relations office will be closed Friday, June 19, and Monday through Friday, June 22-26, 2009. 4) Water Quality Consumer Confidence Report for 2008, attached. 1) Stray Hearts Animal Shelter welcomed the evaluation by out-of- area, third party experts proposed by the Town of Taos in order to assist everyone in improving our animal management in the area. The Town is among the contractors who have an annual agreement with Stray Hearts. Attached is the evaluation. Questions about the evaluation should be directed to Assistant Town Manager Abigail Adame, 575-751-2003.

2) Regular Council Meeting Highlights --

Taos Diner beer and wine license approved with specific conditions to help protect residential neighbors from customer parking violations that are a problem for their community’s access.

Valverde Commons items – minutes approved; zone change and planned unit development approved; and appeal denied on final plat approval.

Follow up requested with Smith’s to make sure one of the conditions of their approval for their redesign/gas station addition is implemented – the construction behind Smith’s of a block ‘sound wall’. Current fencing does not meet this condition.

Citizen Forum: Update about Bridges project for education – college counseling for over 1760 students/families since Nov., 1997. Over 60% of clients are from the first generation in their families to attend college, and over 75% represent minority populations. Success rate around 93% with graduating high school students who work with the program. Variety of projects/programs, including a college fair this November. Smart Code and Comprehensive Land Use Plan -- update from Community & Economic Development Director Matthew Spriggs: Seeking $50,000 grant to fund completion of Comprehensive Land Use Plan – hope to have in place during 2010. Smart Code’s T&D District approved, but its implementation in the community had conditions – 1) utilities manual; in the works with consultant – final by end June, 2009; 2) have Comprehensive Land Use elements done and in place – before put T&D into place in specific areas. Council asked Spriggs to return with a specific time line for completion of all elements so public can be update. Spriggs indicated delivery of time line in July, 2009.

David Sperry legal issue with Town of Taos – proposed settlement agreement approved. Basically property returned to Sperry, with a lien on it promising to pay the Town for $92,459.18 when the property is sold to reimburse them for the landfill placed on the property by the Town. Want details? Email this office for a copy of the settlement agreement.

Town “Beautification Program” is continuing. Taos Plaza was target for activity this last month – two full mornings of special scraping, cleaning, painting, clipping, planting, polishing, etc. All Town elected officials as well as departments participate. This team approach to focused clean up is next slated for Ledoux Street June 18^th, 7 a.m. to approximately 11 a.m. (cars are asked to not park on the street for this time period so ultra-street cleaning applications and curb painting may occur). Then on to Kit Carson Park, Paseo Norte, etc. If you represent an association in an area that would like specific dates entertained, please contact the Manager’s office, 751-2003, or tchavez@taosgov.com.

New Mexico Film Office & IATSE Local 480 Kick Off Tour to Meet with Native American and Hispanic Residents

SANTA FE-The New Mexico Film Office is teaming up with the International Alliance of Theatrical Stage Employees (IATSE) Local 480 for a series of presentations designed to inform Native American and Hispanic residents about potential careers in the movie industry. The first five presentations begin this Thursday, June 11^th and will include the personal stories of current employees in the industry, as well as discussions about training opportunities available for New Mexicans.

“We are working to make sure that all New Mexicans have a chance to be a part of this exciting and growing industry,” said Lisa Strout, Director of the New Mexico Film Office. “Through these presentations we are reaching out to interested Hispanic and Native American New Mexicans who may not otherwise be exposed to the opportunities that are available.”

“The state’s efforts to build the state’s movie industry have helped boost the economy and provide good jobs for all New Mexicans,” said Jon Hendry, business manager for IATSE Local 480. “Our members are giving back to their communities by educating others about the business and helping to keep the momentum going.”

Taos Express & Gross Receipts Tax Increase

1) The Taos Express: Weekend nonstop bus service between Taos and Santa Fe starts tomorrow, Thursday, June 4 at 4:40 p.m. out of the Loretto Parking Lot, in the Town’s free parking area behind Our Lady of Guadalupe Church off of Camino de La Placita, Taos (the specific location can be identified by a bus stop in this parking area). Tomorrow at 4:30 p.m., Town of Taos Council Members and others will be gathering at the Taos stop to see off the first bus – which has ‘wrapped’ images of Taos on it (paid for by advertisers – but also tastefully promoting Taos’ offerings) including Taos Ski Valley activities, Taos Pueblo, and our wonderful lodging offerings, as represented here by the Taos Inn.

Sponsored by the Town of Taos, this is the first time such low cost, direct express weekend service has been offered. Two stops in Santa Fe include the Railyard District Depot Station on Guadalupe, and the South Capitol Station. The primary purpose of this initial pilot program service is to meet the Rail Runner in Santa Fe – and serve the 2 million riders it is supporting just in its first 3 years of operation. Expanded service is being considered for September, 2009 forward – with the hope that the Rail Runner starts Sunday service and the Taos Express can too. Fares: $5 one way; $10 roundtrip; children 10 and under ride free. ADA compliant. Bicycles welcome. Reservations recommended 575-751-4459. 2) Reminder – keep for reference: Taos County Gross Receipts Tax (GRT) increases July 1, 2009 – approved by Taos County voters in the last election. The GRT tax increased noted here was approved by Taos County voters in the last general election for the purposes of funding expanded/sustained transportation services as proposed by the North Central Regional Transit District – the NCRTD and its blue buses. This is a weekday commuter service between Espanola and the Taos County area, including Questa, Penasco, and other outlying areas -- with expansion hoped for as this tax is collected and can be spent on more transportation for the area. The NCRTD web site for more information is www.ncrtd.org. Note: The Taos Express is not part of this tax, but has been funded out of the Town’s operating budget.

Town meetings scheduled as of 5/28/09, events sponsored by the Town, and/or those at our Town venues.

1) June 1, Taos downtown parking meters will again be “pay to park”, but free lunchtime meter parking will be offered from 12 noon to 1 p.m. to specifically accommodate residents accessing downtown merchants/services. Plus, during regular ‘feed the meter’ hours (10 to 12 noon and 1 to 5 p.m. Mon - Sat), Town Police will issue ‘warnings’ (not tickets) for first-hour-only violations to ease everyone back into the parking change. Reminder: The Town offers free all-day parking in the Loretto lot behind Our Lady of Guadalupe Church, off of Camino de la Placita, at Town Hall/Taos Library, and behind the Taos Center for the Arts (TCA). 2) June 4, the new Taos Express Shuttle begins, a Town-sponsored non-stop weekend roundtrip bus service to the New Mexico Rail Runner’s Railyard District Station, on Guadalupe, Santa Fe, www.NMRailRunner.com. $10 round trip for adults; children 10 and under ride free. Easy Rider screening and much more tomorrow at the Taos Public Library: Tomorrow, Saturday, May 23, at 2 p.m., the Taos Public Library kicks off its Taos Summer of Love (SOL) Lecture Series with a free screening of the film Easy Rider, free popcorn, SOL displays/reading recommendations, and a special 250 limited edition Taos SOL book bag for sale with a groovy design by Taos artist Amy Cordova. Bags may be obtained through a $10 donation to the Library tomorrow only – a $12 donation is requested by the Friends of the Taos Public Library after Saturday. Proceeds go directly to the Taos Library Expansion Fund (bags are recyclable, reusable cotton). Questions? 1) Tomorrow, Sat., May 2 – Catch National Public Radio, Weekend Edition (KRZA 88.7 Alamosa, and/or KUNM) – Dennis Hopper interviewed about his Hopper at the Harwood exhibits along with coverage about Taos/Taos Summer of Love. Piece slated for the end of the first hour, at approximately 8:45 a.m. EST. Will run other times over the weekend as feed is picked up by local stations. Weekend Edition runs on more than 500 NPR stations across the country. You will also be able to pull up the interview on the NPR web site Saturday after the show.

2) Night Paving To Start on Kit Carson Road/Cantu Hill Projects: Crews, starting May 4 during evening hours, are scheduled to begin milling and paving Kit Carson Road as the roadway improvement project nears completion, according to District Five New Mexico Department of Transportation. Cantu Hill is also scheduled to be milled and paved at the same time by Town of Taos crews. Milling is scheduled to take place May 4-8 between 8 pm and 6 am. Motorist should expect to drive on milled roadway during that time. Paving is scheduled to take place May 9-12, also between 8 pm and 6 am. Final striping and sign installation will follow. All work schedules are subject to change due to inclement weather. Up to date work schedules and project information can be found at www.nmroads.com. Blumenschein Home & Museum; “Altered Reality – a Digital Art Exhibit” - Join the Taos Historic Museums in celebrating the Summer of Love with a digital art exhibit - “Altered Reality” - based on images from nature and the man-made world. Eighteen different artists will show work that has been "altered" to present a different reality. From the psychedelic to the surreal, these images are truly "mind-blowing" and represent a new genre of digital imagery. “Altered Reality” will be on exhibit at the E.L. Blumenschein Home and Museum on Friday, May 8 from 4-7 pm, Saturday, May 9 from 10m-5pm, and Sunday, May 10 from noon to 5pm. There will be an artist’s opening reception Friday from 4 to 7. The E.L. There have been 64 cases of swine influenza confirmed in the United States to date and cases confirmed in Mexico, Canada, Scotland and Spain. In New Mexico we have increased our surveillance for possible cases but at this time there are no confirmed cases here. This swine influenza virus is a new virus, never before recognized in the United States or anywhere in the world. The new virus contains genetic pieces from flu viruses that infect pigs, birds and humans. It appears able to spread among humans like the familiar human flu viruses that circulate in our communities every winter. Because this virus is new, it is likely that most people do not have immunity against it. Immunization with the seasonal flu vaccine is not likely to offer protection. Disease caused by the swine flu virus in the United States appears to be mild so far. Among the confirmed cases in the United States, only five have required hospitalization and all are recovering. However, the ability of the virus to cause severe disease may change over time. State agencies, hospitals and health care providers in New Mexico have been preparing for the possibly of a new influenza virus like this one for several years. The Public Education Department, the Department of Health and the Department of Homeland Security and Emergency Management, among others, have developed plans to deal with the possibility of an influenza pandemic. Currently we are refining these plans based on the latest information from the CDC and from other states that already have cases of swine influenza. School dismissal may be needed if we have a swine influenza case in a school. If dismissal of a school is needed, the Department of Health would make this recommendation in conjunction with the Public Education Department and the local school district. Schools can assure that staff and students know how to properly wash their hands. Good, thorough hand washing with soap and water or an alcohol-based hand rub is the key to good infection control. Schools can teach good hand washing techniques to students at key times such as before lunch. Schools can assure that custodial staffs are cleaning high use school surfaces such as door knobs and door push plates daily. Custodial staff should clean these surfaces daily with a disinfectant. Care of persons with possible influenza ideally occurs at home. Students and staff with influenza-like symptoms, which include fever, sore throat and cough, should remain at home and not attend school while they are ill. While at home if symptoms become more severe they should call their health care provider first for instructions regarding care. For current information please consult, the Centers for Disease Control (CDC) website at: http://www.cdc.gov/swineflu/ and the NM Department of Health website at: http://www.nmhealth.org. These recommendations are subject to change as additional epidemiological and clinical data become available.
